Manufacturing Site Selection: How to Build a Technical Requirements Brief

Starting a factory search with floor area or plot size alone hides critical operating requirements. A sound site-selection process combines production flow, utility demand, building and yard needs, and permitting questions in one technical requirements brief.

Describe production flow before square metres

The first input is not the product name but the route materials follow through the facility. Receiving, intermediate storage, production, quality control, finished goods and dispatch should be mapped with adjacencies, returns and potentially unsafe crossings.

Shift patterns, peak periods, maintenance shutdowns and future lines belong in the same flow. This makes it possible to test whether a site serves commissioning and expansion, not just the initial equipment layout.

  • Production, quality, maintenance and utility areas
  • Separation of staff, visitors and heavy vehicles
  • Clear distinction between first phase and expansion reserve

Do not reduce energy demand to one number

The sum of machine nameplate ratings does not describe the operating profile. Coincidence, starting loads, shift changes, sensitive equipment, critical loads and outage tolerance should be stated separately. Gas, steam, hot water, compressed air, process cooling and backup scenarios should be added where relevant.

Verbal information about existing or planned infrastructure should not determine site selection. The load profile should be submitted for project-specific written confirmation of connection conditions, timing, responsibility and metering. This review is not a capacity or connection guarantee for any plot.

  • Continuity and resilience for critical loads
  • Thermal energy, compressed air and process cooling
  • Metering points, efficiency and expansion reserve

Build a process-based water and wastewater balance

Potable, process, cleaning, cooling and welfare water are not interchangeable. Quality, average and peak demand, reuse potential and interruption tolerance should be recorded for each stream.

Wastewater screening must cover more than volume: temperature, pH, suspended solids, oils, chemicals and seasonal variation may affect the solution. A site should not be treated as suitable until pretreatment, storage, sampling and discharge scenarios have been checked against current competent-authority requirements.

  • Balance of intake, product, evaporation, reuse and discharge
  • Separate definition of continuous and batch discharges
  • Separation of stormwater, process and domestic systems
  • A log of issues requiring written authority input

Programme the building shell and yard together

Clear height, structural grid and floor loads should be defined around equipment. Crane paths, pits, vibrating machinery, plant rooms, fire compartments and roof loads are feasibility inputs, not details to postpone.

Truck turning, queuing, loading, staff entry, emergency access, outdoor storage, waste and service routes should be tested on one scaled plan. A useful brief shows the building and external operation as one system.

  • Equipment footprint, access, maintenance and removal route
  • Floor loading, vibration, pits and lifting requirements
  • Routes for trucks, vans, cars, pedestrians and emergency vehicles
  • Fire water, plant rooms, open areas and phased expansion

Move permit screening to the start

Requirements can vary with activity, capacity, materials, emissions, discharges, building and current planning controls. Create an early subject-owner-evidence schedule for environmental assessment, environmental permits, building and occupancy records, fire safety and operating approvals.

The brief should identify which classification and competent-authority view is needed, rather than assuming a rule applies. Current legislation and project-specific official opinions should be reviewed by qualified advisers before commitment and design freeze.

  • Keep activity, capacity and process descriptions consistent
  • Verify planning designation, development controls and approved use
  • Assign owners for environment, fire, building, operating and connection topics
  • Record document dates, validity and conditions in the decision file

Manage the decision through an evidence matrix

For each alternative, give every requirement a target, acceptance threshold, evidence type, status, owner and closure date. Replace ‘appears suitable’ with an approved plan, formal letter, measurement, design or specialist report.
